My Chi To is Executive Vice President, Chief Legal Officer and Corporate Secretary for èßäÉçÇøapp. She is responsible for legal, corporate governance, and government affairs services on a global basis, and she is a member of èßäÉçÇøapp’s Executive Committee.

Before joining èßäÉçÇøapp in May 2025, My Chi was Executive Vice President and Chief Legal Officer at Voya Financial, where she led a 175-person team overseeing legal, corporate governance, compliance, and governmental affairs. Prior to Voya, she served as Executive Deputy Superintendent of Insurance for the New York State Department of Financial Services, leading the division responsible for supervising over 1,900 life, health, and property and casualty insurers in the state. 

My Chi began her law career at Debevoise & Plimpton LLP, where she was a partner in the firm’s Restructuring Group and Global Insurance Practice. She received a Master of Philosophy in politics from the University of Oxford, where she was a Rhodes Scholar, and law degrees (Licence en Droit and Bachelor of Laws) from the University of Ottawa.
